The aim of good content design is to fulfil the users’ needs.

The simple way to describe it is giving the user what they want, when they want it. To deliver on that, you have to reorganise the way you publish. Most organisations, particularly public sector bodies, publish with the organisation's needs in mind - not the user's needs.
